The very austerity measures that Greece implemented to remedy its sovereign debt crisis have crippled its economy so badly the country is actually sinking deeper into the red, making default all but inevitable.

Already suffering from a four-year-old recession, the Greek economy has been dragged down further by the series of austerity measures - tax increases combined with cuts in pensions and wages. As a result, the Greek economy is expected to contract 5.5% this year and 2.5% in 2012.

The Greek government announced this week that unemployment soared to 16.5% in July, up from 12% a year earlier. It's expected to rise to 17.5% before the end of this year.

With its gross domestic product (GDP) shrinking, Greece has less money to repay its debts, and worse, it must continue borrowing at higher interest rates."

After two years of negotiations, the resulting proposal to reform the contentious European Union Common Agricultural Policy (CAP) unveiled by Agriculture Commissioner Dacian Ciolos Oct. 12 seems to have left nearly everyone dissatisfied.

In practice, the 56 billion euro program provides a system of support for Europe's farmers via a combination of direct subsidy payments for crops and lands, as well as guaranteed minimum prices, import tariffs and caps on imports of certain goods from outside the EU. CAP is also supposed to consider the impact of European agricultural policy on the environment, rural development and global markets.

Under the proposal, the CAP budget would continue to provide direct subsidy payments to farmers, but the subsidies would be redistributed, with some countries getting more and others less, and payments would be capped at a maximum of 300,000 euros per farm. The payments would be partially dependent on farmers meeting new environmental standards.
