Josef Dobeš's Education Ministry has said teachers' pay will rise in 2011 after fears of austerity measures' effects on education quality. The quality of Czech secondary education is falling faster than in any other OECD country, according to a new study, and some education experts doubt the Education Ministry is taking the right steps to stop the freefall.
